How to set permission for document library to enable file-> new option only in sharepoint 2013 -

i'm using sharepoint 2013.

i need enable new option user. other option need disable in document library.

i need enable new option user. other option open&check out, manage, share&track, copies, workflows, tags & notes need disable library.

how set , permission need set.

most of requirements can achieved custom permission level. if create new permission level , grant user add items, view items (required), view pages , open access, able upload , view items.

however, not stop them opening items uploaded. permission level requires have access open if want them upload.

the other way can think of accomplish request create file upload web part run elevated privledges, allowing user upload document if not have access library.
