adb - Mobile device can not be connected to computer to run Apps in Android -

every time when plug phone computer via usb cable run apps in eclipse or android studio ide, it's not possible execute apps. , gives following error,

although tried kill , restart adb.exe in "task-manager" or "command-line" problem didn't solve. created file restartadb in sdk path\platform-tool , tried execute still got error
